Irakli Abesadze, head of the Civil Participation Center, says that no personnel changes can improve what he calls the “distorted system” created by Bidzina Ivanishvili. He argues that recent reshuffles in state institutions do not bring real positive change for the country.

Referring to this week’s personnel changes, including Mamuka Mdinaradze’s transfer from the State Security Service to a newly created coordinating law enforcement body, Abesadze claims the decisions are ultimately driven by Ivanishvili rather than Prime Minister Irakli Kobakhidze.

He also says that roles and individuals within “Georgian Dream” are so mismatched that serious analysis of internal changes has become difficult, adding that appointments are not based on merit but political loyalty.

Abesadze further argues that weakening democratic institutions leads to both political and economic decline, claiming that the only solution is the complete dismantling of Ivanishvili’s rule.
