According to the Social Service Agency, 705,090 people received social allowance in May 2025, an increase of 3,274 compared to April. Of these, 239,580 are participants in the State Program for Promoting Public Employment. Over GEL 71 million was allocated from the state budget for assistance in May.
The targeted social assistance program, commonly referred to as the subsistence allowance, aims to reduce poverty and support economically vulnerable families. As part of employment-oriented reforms initiated in 2021, the government began offering job opportunities to able-bodied social assistance recipients under a program launched in March 2022.
Participants who engage in public employment retain their benefits for four years and receive an additional GEL 300 monthly. Since the launch, the program has employed 39,707 individuals, with nearly 33,000 formalizing their employment status.
According to Geostat, 18% of the Georgian population received state benefits in 2024, marking a 0.4% year-on-year increase.
