In 2025, a total of 1,258,006 people in Georgia received salaries amounting to GEL 32.8 billion, according to data from the Revenue Service. This group includes both Georgian citizens and foreign nationals employed in the country.
The total salary fund grew by GEL 3.7 billion, or 13%, compared to 2024, while the number of salary recipients increased only slightly by 4,398 people, a 0.4% rise. The average annual salary per person reached GEL 26,075, equivalent to GEL 2,173 per month before income tax, with a net monthly salary of GEL 1,738 after tax. This represents a GEL 192 annual increase per employee.
The modest growth in the number of employees may be linked to emigration of Russian nationals from Georgia, reducing their share of the workforce, while local employment rates have increased. The official salary data do not include unregistered earnings, such as income of tutors, home repair workers, or gig-economy workers like food delivery and taxi drivers.
Of the GEL 32.8 billion in salaries paid in 2025, GEL 6.6 billion was collected as personal income tax, contributing directly to the state budget.
