Parliament Backs Raising Property Tax Exemption Threshold to GEL 100,000

Georgia’s Parliament has approved at first reading amendments abolishing the existing GEL 40,000 property tax threshold and introducing a GEL 100,000 income threshold for full exemption. The bill was backed by 82 lawmakers, with none voting against it.

The legislation, submitted by Georgian Dream lawmakers, is being considered under an accelerated procedure. Rapporteur Paata Kvizhinadze said Parliament is expected to pass the bill in all three readings on September 30, with the changes taking effect on October 1.

Under the proposed system, individuals with annual income of up to GEL 100,000 would be fully exempt from property tax, replacing the existing multi-tier system. The change would apply to property tax declarations due in 2026 and is expected to affect around 81,000 families.

Kvizhinadze also said the Finance Ministry is preparing a broader property tax bill that will address issues including property valuation and registration. The current amendments will take effect immediately upon publication, according to Parliament.
