Giorgi Sharashidze, a member of the “For Georgia” party, says the property tax exemption threshold should be increased from GEL 40,000 to at least GEL 100,000. He argues that the current threshold no longer reflects inflation, rising property prices or broader economic changes.
Sharashidze says raising the property tax threshold alone will not be enough to improve citizens’ financial situation. His party is preparing a broader package of legislative initiatives, including raising the VAT threshold for small businesses and introducing unemployment insurance that would provide people who lose their jobs with around 70–80% of their salary for up to six months.
The government has confirmed that it plans to revise the GEL 40,000 property tax threshold during the autumn session, although the new level has not yet been announced. Parliament must establish the new threshold before November 1, when the property tax declaration deadline expires.
According to Finance Ministry data, individuals paid GEL 120.8 million in property taxes in 2025, 30% more than the previous year. The tax applies to households with taxable income above GEL 40,000, while the resulting revenues are directed to local municipal budgets.
