Giorgi Ramishvili, Head of Healthcare Development at PSP Group, stated at a Parliamentary Commission session that pharmacy networks do not create artificial shortages of medicines.
He emphasized that the idea of a deliberate shortage is “painful to hear” and unrealistic: no organization would intentionally withhold stock from sale.
Ramishvili added that for medicines with limited demand - needed by only a small group of patients - collaboration with the Ministry of Health is possible. Special registration and import procedures could ensure these drugs are available on the market.
In response to a question about creating a separate “basket” of specialized medicines with optimized pricing, Ramishvili confirmed this approach is feasible. Such a measure would simplify registration for manufacturers and facilitate parallel imports, ensuring access for patients without creating artificial scarcity.
