Public Employees to Be Allowed to Work on Textbooks and Accreditation Boards Under New Bill

Georgia’s Ministry of Education has submitted a legislative proposal that would allow public servants, with official approval, to participate in textbook development, editorial and expert services, and accreditation or authorization councils within the education system.

The proposed amendments to the Law on the Fight Against Corruption would modify existing rules on conflict of interest and employment incompatibility, which currently restrict public employees from engaging in certain paid activities. Under the changes, officials would be permitted to contribute to textbook creation for general education, participate in accreditation and authorization processes, and serve as experts for the National Center for Educational Quality Enhancement.

Participation would, however, require prior approval from the relevant institution’s head or an authorized body, and would be granted for a fixed period of up to one year. The government says the aim is to involve highly qualified specialists in ongoing education reforms, particularly as new textbook development processes for the 2028–2029 academic year have already begun.

The ministry argues that the current restrictions have created challenges in the accreditation system by limiting the involvement of experienced professionals. It says the reforms are necessary to ensure the effective functioning of education quality assurance processes and to prevent delays in implementing planned educational standards.
