The tender announced by Georgian Railway for the purchase of 120 freight wagons has failed after all participating companies were disqualified.
The tender, launched on 24 February 2026, had a total value of GEL 17.4 million, meaning the planned purchase price per wagon was around GEL 145,000.
Four companies took part in the process: Wagon Manufacturing Company LLC, Inspiration LLC, UNI-2 LLC, and Transco Wagon LLC. The lowest bid—GEL 16.4 million—was submitted by Inspiration LLC, but it, along with all other bidders, was disqualified for failing to meet tender requirements.
The key condition that all participants failed to satisfy concerned the production date of the wagon body. Georgian Railway required that wagons be manufactured no earlier than 2025.
According to the tender documentation, all wagon components, including bogie cast parts, wheelsets, couplers, shock absorbers, brake systems, and other key elements, had to be brand new, unused, and produced in 2025 or later. Compliance was required to be confirmed by manufacturer-issued documentation.
This is not the first failed attempt. A similar procurement process was launched in November 2025 with a higher budget of GEL 20.1 million, but it was also cancelled due to bidder disqualifications. It was relaunched again in February 2026.
Previously, in 2023, Georgian Railway planned to purchase 300 wagons for GEL 55 million, but that tender failed as no company submitted a bid. Another attempt in October 2023 also ended unsuccessfully after the only bidder was disqualified.
