Retail Association Sees No Need for Retailer-Distributor Regulation

Georgia’s Retail Association says there is currently no need for additional regulation governing relations between retailers and distributors. Executive Director Sopho Kashakashvili told BMG that while the sector remains open to consultations with the Ministry of Economy and other state agencies, legislative intervention is not necessary at this stage.

According to Kashakashvili, discussions are currently taking place with the Competition Agency, and retailers are ready to participate in any future consultations if a draft proposal is presented. She stressed that the industry does not see a justification for regulating commercial relations between retailers and distributors at present.

The association also argues that one of the most effective ways to lower consumer prices is through the development of domestic logistics networks and centralized warehousing facilities. Retailers have accelerated investments in these areas and are expecting state support, including guarantees and other assistance mechanisms, to speed up infrastructure development.

The position differs from that of the Distribution Business Association, which supports the introduction of a legal framework covering issues such as payment terms, bonus limits, and shelf-access rules. The debate comes as the Ministry of Economy works on a draft law on fair trading practices, following recommendations from Parliament’s temporary commission studying pricing in food, fuel, and pharmaceuticals.
