Roman Kakulia: competition is the key factor facilitating to faster economic growth and ensures competitive, customer-oriented economy

“If the priority is to develop competitiveness in the country and formation of the healthy competitive milieu, as well as effective regulation of natural monopolies and certain sectors, then the current legal framework shall allow it”, - the Chair of the Sector Economy and Economic Policy Committee, Roman Kakulia stated at the discussion of the Bill on Competition in the Tbilisi Marriot Hotel attended by the representatives of the Parliament, Government, Regulation Commissions and the Competition Agency.

R. Kakulia emphasized the priorities to ensure formation of free competition. “I would like to underline three challenges – quality of independence of the Competition Agency, provision of the Agency with respective legal instruments and extension of the authority of the Agency in the regulated spheres”.

The competition system shall facilitate to formation of the milieu to ensure the favorable position of the customer and the provider. “Competition is the key factor facilitating to faster economic growth and ensures competitive, customer-oriented economy. It is also necessary to have market segments with the risks subject to constant monitoring. All these factors shall be reflected in the new law”, - R. Kakulia noted.

The experts estimated the Bill on the basis of the best international and European practice.

The meeting was attended by: OECD expert for entrepreneurship, Pedro Caro de Sousa and the expert for competition, Sabine Zigelski; UNCTAD expert for legal affairs on competition and customer rights policy, Ebru Gokce; Chair of the Lithuanian Competition Council, Šarūnas Keserauskas, Chair of the Romanian Competition Council, Bogdan Chirițoiu and the members of the Sector Economy Committee.

The meeting was organized by the EU project “Support to Competition Agency of Georgia”.
