The Committee discussed with the I reading and expedited consideration, the Draft Law on State Procurements, introduced by the Chair of the State Procurement Agency, Levan Razmadze; the Draft envisages the increase of the financial thresholds for simplified procurements, namely, the purchasing organizations will be allowed to, through simplified order, purchase goods valued of up to GEL 10000, while the current law envisages the goods of GEL 5000 only as simplified procurement and in case of the purchase of works – the simplified procurement value is increased to GEl 20000.
As the reporter noted, the Draft improves the flexibility of the purchasing organization in the state procurement process and ensures timely and uninterrupted realization of the authority imposed on the purchasing organization under the law and hence, the purchasing organizations will have the opportunity to, within the shortest term, meet their needs, which will facilitate their uninterrupted operation, increase their efficiency and save human and time resources.
Timely reflection of the change in the Law will ensure the timely and uninterrupted realization of the authority imposed on the purchasing organization, as the reporter elucidated.
