Should pension savings be mandatory?

As from this year, Georgia starts defined contribution pension scheme. According to the draft law, for employed people up to 40 years of age participation to the scheme will be mandatory and it will be for those who has already turned 40 before the law comes into force. As to self-employed people, their membership to the system will be voluntary regardless of their age.

74.5% of the population surveyed by BMG doesn’t agree with the idea that the pension system should be mandatory for all the citizens, while 25.5% of the population agree with this idea.

To the question ‘Do you approve the initiative of creation of a defined contribution pension scheme, which will be managed by the state?’ 69.3% of the surveyed population responded that they don’t agree and 30.7% - that they agree with such a system. To the question ‘Is voluntary participation to the defined contribution pension scheme admissible if due to such contribution the revenue tax burden is reduced to 15%?’ answer of the majority of the surveyed population (69%) was ‘yes’.

Answering the question ‘Do you advise the government to support introduction of defined contribution pension scheme by referendum results?’, 80.5% of the surveyed population said ‘I agree’ and only 19.5% didn’t agree. To the question ‘Should the so-called ‘basis pension’, financed from the budget be differentiated according to work record and merits?’, 67.7% of the surveyed population answered ‘yes’. The survey on BMG web page lasted for three weeks.
