The idea of creation of a new institution for the purpose of defining the policy in the construction sector was sounded at the first meeting of the newly created Scientific-Advisory Council of the Parliament.
The above council was created by the initiative and under the leadership of the Sectoral Economy and Economic Policy Committee of the Parliament for consideration of issues related to construction sector.
One of the members of the Council, who supports creation of the new structural unit, is the Chair of the Union of Architect of Georgia, David Abuladze.
According to Abuladze, since the Ministry of Urbanization was consolidated with the Ministry of Economy, regulation of construction sector was shifted to the department level and this unit has lost its function.
“Presently, the Department of Urban Planning and Construction is not capable of defining and developing policy for the entire country. This is a 12-member group, daily work of which is limited to writing or answering letters and launching competitions. Therefore, many issues of the sector get delayed. That is why, we need an independent, free and flexible unit. The name of this name is not important, taking into account the new reality – since I know that this unit will not be added to the Ministry – I am for withdrawing the existing department from the Ministry and making it an independent agency,” – stated Abuladze to BM.ge.
The idea of creating a new entity is supported by several other members of the Council, among them, urbanist and architect Lado Vardosanidze. So far, it is not clear, how this idea will develop, since at the first meeting the Council collected opinions on problems being faced by the construction sector.
Presumably, the Scientific-Advisory Council will hold meetings three times a month. Presently, one of its main goals is to collect and take the account of opinions on the Construction Code.
As the Chair of the Sector Economy and Economic Policy Committee, Mr. Roman Kakulia stated to BM.ge, the comments made at the Committee meeting will be developed in the form of a draft law and will be reflected in the form of amendments in the already approved Construction Code next year.
The Draft Construction Code has already been approved by the parliament with two hearings. Before voting in the third hearing at the plenary session, MPs will discuss the document within the format of the Committee.
