State Construction Company Received GEL 76,234 in Salary Since 2023 Despite No Operations

Georgia’s government is in the process of dissolving the State Construction Company, which has reportedly been inactive since 2023, according to the State Property National Agency’s Assets Management and Development Company, its 100% shareholder. The company confirmed that a legal liquidation process is currently underway, with no ongoing projects and no employees under standard labor contracts.

However, despite the company’s inactivity, it continued to employ an individual under a service contract as acting director. According to business registry data, Shalva Shavishvili, who serves as acting director, received a total of GEL 76,234 in remuneration over the past two years. His declared annual income amounted to GEL 42,336 in 2023, GEL 39,798 in 2024, and GEL 36,436 in 2025.

The report comes amid broader government plans to establish a new state-owned company for road maintenance, prompting renewed scrutiny of the old entity’s performance, assets, and management. In response to BMG inquiries, the Assets Management Company stated that the firm possesses several types of special equipment, all over 24 years old, which are currently being assessed and are largely considered unfit for operation.

The company added that an inventory process is ongoing as part of the liquidation procedure. It is overseen by Director Irakli Mukniashvili, according to the official response provided to BMG.
