State Has No Financial Obligations Toward Eagle Hills - Kobakhidze

ირაკლი კობახიძე

GD Prime Minister Irakli Kobakhidze stated during an interpellation session in Parliament that the Georgian government does not bear any financial obligations or provide guarantees to Eagle Hills, the company partnering with the state on a major development project. He emphasized that no non-standard contractual conditions have been granted to the investor.

According to Kobakhidze, the state will hold a one-third stake in the joint venture created for the project, while Eagle Hills will own the remaining two-thirds. The government’s contribution is limited solely to land, and it assumes no financial risks.

Kobakhidze stressed that Eagle Hills is fully responsible for financing and managing the project, with all obligations resting on the investor’s side. He noted that the state has not issued any guarantees or taken on any commitments that could create liabilities in the future.

Kobakhidze argued that these terms ensure a high level of project transparency, highlighting the arrangement as an example of a partnership structure where the state participates without exposing public finances to risk.
