State-Owned Enterprises to Move Under Treasury Service, But Can Still Hold Bank Deposits

State-owned companies classified as part of Georgia’s government sector will move fully under Treasury service from 2027, but they will still be allowed to place accumulated funds in commercial bank deposits, First Deputy Finance Minister Giorgi Kakauridze said. The change will apply to 270 state-owned enterprises and is part of a broader reform aimed at strengthening the Finance Ministry’s monitoring of their financial operations.

Kakauridze said the companies will be able to transfer free funds from their Treasury accounts to commercial bank deposits and earn additional income. He said the same approach was previously introduced for legal entities under public law that moved to Treasury service.

According to Kakauridze, financial oversight of state-owned enterprises has already strengthened, contributing to lower losses, higher profitability, greater transparency and accountability. The government is also expected to approve a 2027 action plan soon, covering stronger financial oversight, ownership policy, corporatization and corporate governance.

The ownership policy will determine which state-owned companies should remain under state ownership and which could eventually be privatized. Kakauridze said the reform will gradually cover major enterprises with annual turnover of at least GEL 10 million, prioritizing companies with significant economic importance. A broader three-year strategy for state-owned enterprises is also expected to be approved.
