Tariff Increase in Enguri HPP's Generation Will Not Affect Consumers - Davit Narmania

The change in the electricity generation tariff calculation rule for Enguri and Vardnil HPP cascades will not affect the consumer tariff, the chairman of GNERC stated in an interview with the TV program "Business Course."

According to the amendment, the amount of electricity supplied free of charge to Abkhazia [which is 40% of the generated electricity] will not be taken into account, and the tariff will be set only for the energy supplied to the rest of Georgia.

David Narmania cannot specify at this stage how much Enguri's production tariff might increase, but according to him, it won't be of such magnitude to affect the consumer tariffs. Narmania explains that there are several possibilities that create the basis for increasing Enguri HPP's generation while maintaining consumer tariffs unchanged.

According to the draft law, the export of electricity generated by Enguri HPP and Vardnili HPP will decrease, and the share in the local market will increase. Regarding this, the GNERC chairman explains:

"The export of Enguri HPP electricity mainly occurs during the spring period when there is high water flow. The Enguri HPP dam has its daily filling norm, meaning how much the water level should increase daily. When the inflow exceeds this, the water either needs to be spilled or used to generate electricity and exported.

That's exactly why this volume will be exported. As for the volume that can be accumulated at the dam according to technical and safety standards, it will be stored and subsequently used gradually for the country's energy security, "Narmania notes.

It should be noted that for years, Enguri HPP has been unable to receive payment for electricity consumed by Abkhazia, which amounts to tens of millions of lari - for example, in 2023, the company failed to receive 40.5 million lari in revenue.
