Tbilisi City Hall Tightens Rules for Paying Fines

The Tbilisi City Hall is strengthening the enforcement mechanism for administrative fines. According to Mayor Kakha Kaladze, a new rule will take effect: if a person deliberately avoids receiving a fine-related decision, the document will be published publicly and will automatically come into force.

Previously, violators often avoided paying issued fines, delaying the enforcement process. The new legislative changes, already approved by Parliament, aim to prevent such delays.

Under the new procedure:

  • The decision is first sent to the address listed in the complaint;
  • If the recipient does not receive it, it will be published on the official website – Decisions.tbilisi.gov.ge;
  • 30 days after publication, the decision is considered received and acknowledged.

Mayor Kaladze explained that the mechanism is preventive, ensuring full compliance with the law.

“Regardless of the fine amount, this mechanism cannot be effective if the process is not completed. Many violators deliberately avoid receiving issued fines,” the mayor said.

The Tbilisi municipal government approved the rule at today’s session, and it will now be sent to the City Assembly for final approval.
