The Budget and Finance Committee approved the write-off of the due tax liabilities emerged before January 1, 2013

The Parliament holds the accelerated consideration of the Bill on Tax Code envisaging full write-off of the undue tax liabilities emerged before January 1, 2013 and the sanctions accrued thereto if no tax settlement has been made after January 1, 2013 by the payers.

The Bill was considered with the I reading by the Budget and Finance Committee. According to the Deputy Finance Minister, Giorgi Kakauridze, the Prime Minister has announced the initiative on write-off of the tax liabilities and accrued sanctions. “Thus, the Government has developed the Bill”.

In case of implementation of the changes, about 550 ml GEL tax liabilities will be written-off from 27 634 tax-payers, 4629 of which are the legal entities and 23005 – natural persons.

The Committee approved the Bill and considered the Bill on Spatial Arrangement and Urban Construction Basics. According to the initiator, Zaza Gabunia, the Bill aims at protection of the rights and interests of the members of the homeowners association, creation of the conditions for the rehabilitating subjects to facilitate to rehabilitation of the respective urban area within the short term and simplification registration in the Public Register. It will ensure rational consumption of time and administrative resources and will allow the City Hall effectively implementing rehabilitation of the crash houses in Tbilisi.

“The current legislation is not flexible enough to allow the rehabilitating agency effectively implementing this policy. We mean not only the cultural heritage monuments but the crash houses requiring urgent and effective rehabilitation as we often witness the fatal consequences entailed with lack of the respective instruments of the rehabilitation agency. Endless negotiations then start with the investors and the investor is unable to onset the rehabilitation unless the requirements of the owners are not satisfied”, - Z. Gabunia noted.

The changes grant the privileges to the owners and the public interest of the city – the citizens to live in safe houses. The Committee approved the Bill with the reservation that the Government gives the positive conclusion.

The Committee endorsed the recommendations by the working group on reports by the State Audit Service on the Efficiency Audit Report – Traffic Safety Preventive Measures of 2018 by SAS and Efficiency Audit Report – MIA Legal Response to the Traffic Violations.

According to the Chair, Irakli Kovzanadze, the Economic Ministry intends to hold the presentation. “The Ministry will hold the presentation at the autumn session along with the State Audit Service”.
