The Budget And Finance Committee discussed the Draft Laws developed in view of the fulfillment of the EUAA commitments. The legal initiatives submitted by the Government cover various spheres, including statistics, railway and e-commerce.

The Draft Law on Official Statistics and the accompanying Bills were submitted by the CEO of the National Statistic Service, Gogita Todradze, elucidating that the Draft aims at the fulfillment of the EUAA commitments, namely, legal approximation on the statistic sphere with the international standards.

“The adoption of the Draft will even further approximate our legislation to the model law on the official statistics and the European Statistics Code of Practice (CoP). At that, thus we will fulfill the commitments of the National System Development Strategy on the Official Statistics for 2020-2023 endorsed under the Resolution of November 29, 2019, N585”, - he noted.

The Committee discussed with the I reading the Draft Law on E-Commerce and the Draft Railway Code along with the respective legal package, introduced by the Deputy Economic Minister, Guram Guramishvili. Per him, the amendments to the Railway Code are introduced in view of the reforms, and the Draft Law on E-Commerce regulates the activity related to the e-commerce/informational public services, the responsibility of the service providers, as well as the concept of the e-agreements, and rules and terms of their conclusion; the Draft determines the rights and duties of the service providers and activity of the recipients.

The Committee discussed with the I reading the Draft Law on Voluntary Private Pension and the Draft Law on Energy Labeling.

The Committee also approved the recommendations submitted by the Standing Audit Group on SAS Reports concerning the Audit Reports on: Georgian Railway, and the Compliance Audit Report for 2020-2021, submitted by the Chair, Paata Kvizhinadze.
