The Finance and Budget Committee Didn't Support The Remarks Of The President On The Draft Law "On The NBG"

The Finance and Budget Committee of the Parliament did not support the motivated remarks of the President on the draft law "On the National Bank".

After consideration of the President's veto, a vote was held. The position of the president and the veto used by her were shared only by the opposition MPs Roman Gotsiridze and Sandro Rakviashvili.

As Giorgi Mskhiladze, the Parliamentary Secretary of the President, said before the voting, the need to add the first vice-president and thus violate the proper balance between executive and non-executive members is not clear.

Mskhiladze called on the MPs to refrain from overriding the veto.

"Vakhtang Megrelishvili calls us to veto all laws. The majority tells us that we are organizing sabotage. The President will act based on the interests of the country and the President will act based on the constitutional powers and duties. I have said it twice and now I will repeat it for the third time, the President does not mean that she will not present the candidates for the members of the National Bank until December, she will present them to the members of the Parliament for discussion in the near future. As for the main issue, the board of the National Bank consists of 9 members. With the proposed changes, one of these 9 members is the president of the National Bank and one is the first vice-president, there are three additional vice-presidents. Such a situation will be maintained until December, although even during this period, 5 of the 9 members of the National Bank are executive members, and 4 members are non-executive. The term of office of the President of the National Bank, Koba Gvenetadze, expired in the month of March, and the duties of the President of the National Bank are still performed by the Vice President. Thus, the need to add the first vice-president and thus violate the proper balance between executive and non-executive members is not clear. Therefore, with a motivated remark, we are returning the said draft law to you and I urge you not to overrule the said veto", said Giorgi Mskhiladze.
