The Sector Economy and Economic Policy Committee hearing the report by the State Procurement Agency

The Chair, Roman Kakulia and the Committee members met with the officials of the State Procurement Agency. MPs heard the report on activity for 2017 introduced by the SPA Chair, Levan Razmadze and the Deputy, Kakha Demetrashvili.

The state procurement is one of the key components of economy and public administration of the country. Annually, 10% of GDP is consumed through state procurement and thus, the Agency strives to make effective steps to ensure rational distribution of financial resources, to ensure transparency of state procurements and to minimize the corruption risks.

The Agency has undertaken the series of events in view of improvement of state procurement procedures, as well as business processes and approximation thereof with the best international practice.

The reporters introduced the novelties implemented in the system in 2017: successful establishment of the e-registration for the call documents. The changes have been introduced to the Law on State Procurement, simplifying registration in the white list. Training of the public servants in this sphere remains one of the key directions of the Agency.

The parties discussed the problems recently outlined. As noted, state procurement is actively mentioned in the Governmental priority projects and it often is connected with quality and price correlation.

“Claims are being expressed that when the price matters, then the quality is low. We wanted to hear the clear answer about Agency vision regarding this problem, whether there are legal gaps we may assist in. We outlined clear and certain plans”, - R. Kakulia noted.

The parties emphasized the subjects in so-called black list. As noted, the problem is that during the trial, these subjects are not prohibited from activity and thus, the Agency cannot assume responsibility for the outcomes.

The parties discussed the simplified procurement procedures relevant in entrepreneurship and economic development tendencies today.
