The Tbilisi City Hall has fined "Smart Solutions," the contractor for Rustaveli Avenue.

According to penalty documentation published on the State Procurement Agency's website, the decision follows an August 7 inspection of the section between Besiki Street and Freedom Square, which revealed that construction work was not being conducted around the clock. The company was hit with a 1,583 GEL fine for the violation.

​"A August 10, 2026 letter from the Municipal Department of Infrastructure Development of Tbilisi City Hall reveals a breach of terms under the state procurement contract signed on July 10, 2026 (concerning rehabilitation works on the section of Shota Rustaveli Avenue between Besiki Street and Freedom Square in the Mtatsminda district).

Specifically, per a July 27, 2026 letter from the Infrastructure Department, you were instructed to carry out rehabilitation works starting July 28, 2026, on a 24-hour schedule (pursuant to clause 3.5 of Article 3 of the contract). However, an inspection report dated August 7, 2026 (19:58 hours) confirms that work at the site was not being conducted 24/7," the penalty notice states.

​The company was previously fined for identical violations on July 24 and July 30.

​"Smart Solutions" is handling all three lots of the Rustaveli Avenue rehabilitation project under contracts totaling 19.8 million GEL. The company began work at midnight on July 23 and is contractually obligated to complete the project within 100 days by maintaining a 24-hour work schedule.

​Alongside "Smart Solutions," a contractor for Georgian Water and Power (GWP) is working on Rustaveli Avenue to replace water supply and sewage networks, a project representing a 12.5 million GEL investment by GWP.

Additionally, a contractor for Tbilisi Energy is replacing the gas distribution network, backed by a 3 million GEL investment from the utility.

​Furthermore, it was announced on August 6 that Tbilisi City Hall is adding 7.8 million GEL to the project across two separate tenders dedicated to sidewalk rehabilitation. Companies can submit bids for these tenders until August 17.
