TI: Companies Linked to “GD” Donors Have Won Nearly GEL 1 BLN in Tenders Since 2016

Transparency International Georgia (TI) has published an analysis of political party donations in July–August 2025, raising concerns over the relationship between ruling party donors and state procurement.

According to TI Georgia, Georgian political parties received a total of GEL 4.87 million in donations during the two-month period, of which 73% (GEL 3.55 million) went to Georgian Dream. The party’s donors have contributed more than GEL 8 million in total, while companies affiliated with these donors have won state tenders worth almost GEL 1 billion (GEL 997 million) since 2016. Of that, GEL 273 million was awarded in just 2024–2025.

TI’s report highlights that companies connected to ruling party donors have also received GEL 15 million in simplified procurement contracts since 2016, including GEL 1.4 million since 2024, and benefited from more than GEL 8 million in budget subsidies between 2016–2024. In contrast, companies affiliated with opposition donors have won only GEL 247,000 worth of tenders and received GEL 586,000 in simplified contracts, without any subsidies.

The organization argues that this pattern raises “legitimate questions” about systemic corruption and favoritism in public procurement. TI continues to call for stronger transparency and accountability mechanisms to reduce the risks of state resources being used to benefit ruling party donors.
