The Georgian President Salome Zourabichvili has returned the draft law “On Transparency of Foreign Influence” to parliament in the same form with an addition: the law will be valid for only one day before being repealed.
In her motivational remarks, President explains that the law adopted by parliament mirrors the spirit of the Russian law and is identical to the law on agents drafted on March 10, 2023.
The President argues that the draft law is unconstitutional, violating Articles 11 and 78 of the Georgian Constitution.
“It is impossible to improve this law. The law, in its entirety, is unconstitutional—therefore, un-Georgian, un-European, and undemocratic. Consequently, it cannot be amended to rectify its flaws. Its essence, content, and principles are unacceptable. Therefore, the repeal of the law is the only option and reflects the will of the people. Considering all of the above, we propose that the law be repealed as soon as possible—the very next day after its enactment,” stated the President in her remarks.
