“Tsitsinatela” Amusement Park to Become Part of “Staring Georgia” – Gov't Decree

According to a new decree issued by the Georgian government, the company LLC Service-7, which operates the “Tsitsinatela” amusement park, will be merged into “Staring Georgia”, a state-owned company managing major cultural and entertainment venues.

Under the decree, the Ministry of Culture and the National Agency for State Property, both operating under the Ministry of Economy, are instructed to carry out all necessary legal and administrative procedures to complete the merger and ensure full state control.

The move follows the January 2025 consolidation of several major entertainment facilities, including the Tbilisi Concert Hall (Philharmonic) and the Black Sea Arena, which were unified under the management of Staring Georgia.

Tsitsinatela” amusement park, located near Ureki on Georgia’s Black Sea coast, was built in 2007 by Bidzina Ivanishvili’s company “Association Atum” and later transferred to state ownership. The park’s legal entity, Service-7, was managed between 2011 and 2023 by Management Service, a company owned by Ivanishvili’s Belize, a registered offshore firm of Tarpan Management.

Following the latest decision, management has officially been transferred to Staring Georgia.

According to its 2023 financial report, Tsitsinatela generated GEL 2.8 million in revenue and recorded a net profit of GEL 165,000.
