USD 3.4 BLN Tbilisi Waterfront Project to Be Completed by 2040 – Eagle Hills Submits Master Plan

Eagle Hills has submitted the master plan for its $3.4 billion Tbilisi Waterfront project to Georgia’s Environmental Supervision Department for review. The development will cover 633 hectares transferred to the company under a usufruct agreement in the Karajalari, Agtaklia, Ponichala and Krtsanisi areas.

The project will be developed in three phases, with the final phase expected to be completed by 2040. The plan includes 6,158 residential units—1,425 villas, 1,300 townhouses and 3,433 apartments—with an estimated population of 21,500–22,100 people. Most buildings will be between one and six floors, with some areas allowing up to seven floors.

Around 345 hectares will be dedicated to public and recreational spaces. The plan includes the preservation and rehabilitation of riverside floodplain forests, transformation of existing lakes and wetlands into park areas, and measures to preserve mature trees. The project will also feature hotels, commercial areas, schools, kindergartens, emergency services and community facilities.

Transport infrastructure will include two new bridges over the Mtkvari River, the restoration of an existing bridge, cycling paths and internal public transport routes. Tbilisi Waterfront is part of Eagle Hills’ wider $6.6 billion investment program in Georgia, which also includes a 250-hectare development in Gonio featuring a yacht club, premium hotels and luxury residences.
