Without exception, everywhere and always, people were selected based on their probability of loyalty to him and not their qualifications. Consequently, with rare exceptions (when potential loyalty and professionalism coincided from Ivanishvili's perspective), positions were filled by people lacking ambition, initiative, and qualifications. When the goal is not strengthening and developing the country, but maintaining power and protecting personal interests, you cannot expect a different reality.
The reality is very poor education and healthcare, banana republic-level security and infrastructure quality. And accordingly - "Russian" politics as well.
