Tbilisi City Hall, together with the Ministry of Internal Affairs, plans to introduce the “Yellow Box” road marking system at intersections across the capital. The system consists of a grid of yellow crossed lines designed to prevent intersections from becoming blocked during peak hours and keep traffic flowing.

The main rule is simple: do not enter the yellow box unless you can clear it. Even when the traffic light is green, drivers should not enter if congestion ahead means they cannot exit the intersection. An exception applies when turning left and waiting for oncoming traffic, provided the exit lane is clear.

The system is widely used internationally, including in the UK, where a similar exception applies to right turns. Drivers may enter the yellow box while waiting for oncoming traffic only if the road they are turning into is clear. Drivers must also give way safely to emergency vehicles and, at some intersections, public transport may receive priority.

In the UK, illegally stopping in a yellow box can result in a penalty notice of around £70, reduced to £35 for early payment. The violation does not generally result in penalty points on a driving licence, but repeated breaches can become costly.
