Which Hydropower Plants Generate the Most Electricity in Georgia?

Hydropower remains the backbone of Georgia’s electricity system, with the overwhelming share of domestic generation coming from hydroelectric plants. In total, 113 hydropower stations supplied electricity to the Georgian State Electric System in 2025, generating 11 billion kilowatt-hours. This represents a 3.1% decrease compared to 2024, largely due to reduced precipitation and changes in river flow patterns.

Despite the launch of two new plants in 2025 - the 44.5-MW Khobi HPP 2 and the 54-MW Mtkvari HPP - overall output still declined. The drop is mainly attributed to reduced generation from several major hydropower facilities, including Vartsikhe HPP, the Vardnili Cascade, Rioni HPP, and Gumati HPP.

One notable exception was Enguri HPP, the country’s largest plant, which increased its output by 0.8%, reaching 3.4 billion kilowatt-hours for the year. Enguri remains Georgia’s single most productive hydropower asset, generating nearly one-third of the country's domestic electricity.
