The government is planning to initiate the draft bill about Regulatory Impact Assessment (RIA) February next year. - The Parliamentary Secretary of the Georgian government Natia Mikeladze tells bm.ge According to her, it is not yet decided whether conducting IRA will be obligatory for all draft laws prepared in the parliament. “So far it has not been decided, we are planning to hold consultations with all interested parties, including the parliament.
We cannot yet say what format the discussion will take, but these consultations will definitely take place before the draft law is submitted to the legislative body” – states Mikeladze. For reference, based on the planned legislative amendments concerning the normative acts, Regulatory Impact Assessment (RIA) will be mandatory for all new laws drafted by the government, but not for the laws drafted by the parliament. This is deemed unacceptable by the business ombudsman’s office as well as by the non-governmental and the business sector. For example, PMCG Research Director Giorgi Khishtovani fears that the government will process many serious legislative amendments and reforms through the parliament, which defeats the point of the draft laws.
