The universal health care program operated with budget overspending in 2023. According to the report published by the Ministry of Finance, GEL 1.06 billion was spent on the program last year, which was GEL 82 million more than the plan.
According to the 2024 budget, GEL 1.03 billion is provided for the universal healthcare program, which is GEL 27 million less than the actual performance of 2023.
In 2023, services were provided to 713,000 patients within the framework of the universal healthcare program, and the price of the services provided for each of them was GEL 1,490 on average (19.5% more than in 2022). In order for the program not to overspend, then the average cost of one patient's service should have been GEL 1,374 GEL.
The Ministry of Health has been trying to make the costs of the program more predictable for many years, but despite this, it has been overspending every year since its creation (2013). In 2023, it was an overspending of GEL 82 million, in 2022 - GEL 86 million, in 2021 - GEL 0.3 million, in 2020 - GEL 162 million, and in 2019, the gap between the program budget and actual spending was GEL 72 million.
