Businesses have paid millions of lari in fines and penalties for failing to meet pension contribution obligations. According to the Finance Ministry, companies paid GEL 6.7 million in fines and penalties to the state budget during the first seven months of 2026.
Legal firms say most of the fines are linked to technical issues in the pension system and have called for an amnesty on unpaid administrative fines imposed by the Pension Fund. The issue may soon be addressed by Parliament.
Paata Kvizhinadze, Chairman of Parliament’s Finance and Budget Committee, told BM.GE that the Economy Ministry is preparing a bill on pension-related fines, which is expected to be submitted to Parliament in September. He said the legislation will address the issues raised by the private sector.
Controls over employers’ pension contribution obligations were tightened last year. Since May 1, 2025, employers have faced a GEL 500 fine for a first violation, with the penalty doubling for repeat offenses. A Pension Fund claims review service was also established about a month and a half ago, receiving more than 3,000 complaints from businesses in its first days.
