Georgia’s energy balance published by the national energy regulator GNERC shows that occupied Abkhazia received 43% of the electricity generated by the Enguri Hydropower Plant and the Vardnili cascade in 2025.
The two facilities produced nearly 4.1 billion kWh of electricity last year, of which approximately 1.76 billion kWh was consumed in Abkhazia. The region’s total electricity consumption reached 2.48 billion kWh during the year.
According to the data, 724 million kWh of Abkhazia’s electricity demand was covered by imports from Russia, while the remainder came from Enguri and Vardnili generation. Under an informal arrangement dating back to the 1990s, 40% of Enguri’s output is allocated to Abkhazia and 60% to the rest of Georgia.
Research by investment bank Galt & Taggart indicates that Abkhazia paid more than $11 million for electricity imported from Russia in 2025, with imports supplied at a preferential tariff of $0.001 per kWh. The region’s electricity consumption has declined from a peak of more than 3 billion kWh recorded in 2022.
