The Georgian government has introduced a bill to legalize overpaid state compensation and academic stipend amounts. The measure covers payments made between April 1, 2021, and November 1, 2025, totaling around GEL 600,000.
Under the draft law, beneficiaries or their heirs will not have to return the excess funds. Currently, overpayments occur when information about employment, death, or other disqualifying events reaches the system late.
According to the Social Service Agency, the amnesty applies to 252 people, and 32 ongoing court cases related to overpaid funds will be closed, ending corresponding administrative and enforcement procedures.
The bill, proposed by the Ministry of Internally Displaced Persons, Labour, Health, and Social Affairs, will take effect immediately upon publication. Similar amnesties were granted in 2013, 2016, and 2021.
