State budget expenditures on science in Armenia are growing but are not being fully implemented. This was stated by the head of the ACSES Research Center, economist Haykaz Fanyan.
From 2019 to 2023, Armenia’s state budget expenditures on scientific and scientific-technical activities increased by 39.1%, or 6.5 billion drams (about $16.5 million).
However, despite this growth, state expenditures on science have consistently fallen short in recent years.
“For example, the government initially planned to allocate around 36.3 billion drams (about $92 million) for science in 2023, but only spent 23.3 billion drams (about $60 million), which is approximately 36% less than planned,” Fanyan noted.
This shortfall is primarily due to the non-fulfillment of expenditures on special scientific research and experimental design work of a military nature, as well as on scientific and scientific-technical thematic research.
