Bidzina Ivanishvili’s ATU Association Plans to Build Restaurant on Mtkvari Riverbank Near Public Service Hall

Bidzina Ivanishvili’s ATU Association has submitted a development project to Tbilisi’s Architecture Service for a 4,078-square-meter site on the right bank of the Mtkvari River, near Dry Bridge, Saarbrücken Bridge and the Public Service Hall.

According to the architectural project, ATU plans to build a multifunctional center primarily intended to operate as a café and restaurant. The explanatory note says the building is designed to blend harmoniously with Tbilisi’s architecture and become a new destination for residents and visitors. The total development area is planned to reach up to 18,921 square meters.

The project envisions a public restaurant and recreational spaces along the riverbank, including open terraces, landscaped areas, walking paths and river-facing viewpoints. The building will feature a dynamic, organic design inspired by the movement of the river, with the concept focused on a light visual appearance, integration with the landscape and preservation of recreational functions. ATU is also seeking a change to the functional zoning of only the portion where the public-commercial facility is planned; the existing Transport Zone-1 designation will remain unchanged.

The project developers say the development will contribute to the urban revitalization of the area, activate the riverfront and strengthen its tourism and public functions. According to the Public Registry, ATU Association has owned the property on the Mtkvari riverbank since 2008.
