Black Sea Arena Roof Damaged - GEL 2.66 MLN to Be Spent Without Tender

Staring Georgia, a state-owned company operating under the Ministry of Culture, plans to spend GEL 2.66 million to restore the damaged metal roof structure of the Black Sea Arena concert venue in Shekvetili. The procurement, estimated at GEL 2,663,844.73, will cover both design and construction works under a single Design-Build contract without a tender.

According to the company, the roof structure requires detailed technical assessment, identification of damaged elements and preparation of engineering solutions. The project will include documentation of the existing condition, detailed KMD drawings, design and cost-estimate documentation and expert assessment, followed by restoration or, if necessary, reinforcement of the damaged structure.

Procurement documents state that the concert venue has been out of operation for two seasons due to the roof damage. Staring Georgia says restoration is necessary to ensure the facility’s safe operation and resume cultural and concert events. The project is expected to take up to 12 months, including up to five months for design and obtaining a construction permit and up to seven months for construction and commissioning.

The company cites the need to hold events within limited timeframes and local weather conditions in Ozurgeti Municipality as reasons for using an expedited procurement process. It also said a market research notice was published six times through the State Procurement Agency’s market research module, citing difficulties in finding a supplier with the required technical capabilities and experience. The project is tentatively scheduled to start on November 1, 2026, and finish by October 31, 2027.
