Deputy Mayor Irakli Bendeliani: Construction Sector Stable, Improvements Ahead

Tbilisi’s newly appointed Deputy Mayor, Irakli Bendeliani, expressed optimism about both the construction and design sectors, stating that “everything is going well and will be even better.” His comments came in response to a question from BMG about which area currently faces more challenges.

Addressing concerns about price indexation in state-funded projects, Bendeliani emphasized that Tbilisi City Hall was among the first government bodies to introduce price indexation clauses, an adjustment mechanism used to align contract pricing with inflation or market shifts.

“The indexation clause was one of the first measures introduced by City Hall. I can state with full responsibility that companies have no complaints in this regard. Wherever the law allows, we apply it,” he said.

He also acknowledged that deadline-related challenges exist in any construction project but assured that continuous monitoring is in place to ensure contractors fulfill their obligations.

Meanwhile, representatives from the Infrastructure Builders Association have noted that while price indexation is a useful tool amid fast-changing market prices, it is still underutilized in most budget-funded tenders across the country.
