Development of University Cities to Proceed Alongside Higher Education Reform – Mikhanadze

Minister of Education and Science Givi Mikhanadze stated that while it is difficult to provide exact timelines for the construction of university cities in Rustavi and Kutaisi, the infrastructure projects must proceed in parallel with the higher education reform. He made the remarks during a press conference at the Government Administration in response to journalists’ questions about project timelines.

The government has announced plans to build university cities in Kutaisi and Rustavi between 2026 and 2032. The concept for these projects was presented at a government meeting by Infrastructure Minister Revaz Sokhadze.

“Based on this presentation, the initial phase of infrastructure development will begin near Rustavi, where a university city is planned, and in Kutaisi, near the old parliament building, which will host the infrastructure for the Kutaisi hub. The first stage primarily involves starting the project design work,” Mikhanadze said.

He added, “It is difficult to provide detailed timelines at this point, but the infrastructure development will proceed alongside the reform. We are looking at a three - to four-year timeframe and plan to develop a detailed action plan with the Ministry of Infrastructure and other government representatives, defining precise deadlines, responsible agencies, and budget allocations. This plan will be prepared within the next month to six weeks, providing a roadmap for implementing the reform through joint efforts.”
