Diplomacy Academy Budget to Reach Nearly GEL 3 MLN

A draft law on the establishment of a Diplomacy Academy has been registered in Parliament and is being considered under an expedited procedure. The proposed institution will be created as a legal entity of public law under the Ministry of Foreign Affairs and is intended to train qualified personnel for the diplomatic service as well as other public and private sector needs. Student admissions are planned to begin in 2027.

According to the bill, the academy will employ 46 staff members, including 30 permanent and 16 contract employees. The projected annual salary fund will amount to approximately GEL 1.09 million.

Overall, the academy’s estimated budget for 2026 is set at GEL 2.99 million, including costs for infrastructure and accreditation procedures. For 2027–2029, annual funding is projected at GEL 2.85 million.

The draft also provides that the Foreign Minister will be designated as the highest diplomatic-ranking official and granted the rank of Ambassador Extraordinary and Plenipotentiary, along with a monthly supplement of GEL 1,360. According to the explanatory note, this change aims to align the minister’s status with that of other senior diplomatic officials and strengthen institutional consistency within the foreign service.
