Discussion of 1.7 GW Energy Projects Suspended – Narmania Outlines Filtering Criteria

The Georgian government has suspended discussions on 1.7 GW of energy projects submitted to the Ministry of Economy, following a decree by GD Prime Minister Irakli Kobakhidze on October 13. These projects, which include hydro, solar, and wind power plants, had no signed memorandums between investors and the Ministry.

BMG asked David Narmania, Chairman of Georgian National Energy and Water Supply Regulatory Commission (GNERC), about the criteria for filtering these applications. Narmania emphasized that the most important factor is project viability, which encompasses three key aspects: technical integration with the power grid, a fully prepared project plan, and financial guarantees from the investor.

According to Narmania, these criteria help identify projects that are realistically implementable and ensure that investors have the capacity to complete them. Projects that meet these standards should proceed, while others may naturally fall away.

He also noted that the volume of applications often exceeds actual capacity. Narmania expressed confidence that, over time, only projects with genuine viability will move forward, ensuring a focus on practical and achievable energy initiatives.
