Dumbadze: Quality and Deadlines Are Non-Negotiable in Construction Procurement

Head of the Government Efficiency Department, Guram Dumbadze, says the state has introduced significant reforms in public procurement, particularly in construction works, to better align the process with market conditions.

He emphasized that two elements will remain non-negotiable for the government: construction quality and project delivery deadlines. According to him, compliance with these requirements will be strictly enforced throughout contract execution.

Dumbadze noted that a centralized procurement body has been established for purchases exceeding 500,000 GEL, alongside a newly approved technical regulation for construction procurement. The updated framework introduces revised overhead costs, including expenses for temporary structures, warehousing, and winter construction conditions, which he says better reflect real market dynamics.

He also highlighted a new indexation mechanism for long-term contracts exceeding 12 months, where from the 13th month the state will adjust payments to account for rising material and operational costs, reducing financial risks for contractors and improving the execution of large-scale infrastructure projects.
