The countries of the Eurasian Economic Union (EAEU) have signed an agreement on a harmonized system for determining the origin of goods exported from the Union's customs territory. The document was signed on December 4, 2023, in Moscow, as reported by Armenia's Deputy Minister of Economy, Narek Terian.
The main goal of the agreement is to streamline and unify all matters related to determining the country of origin for goods exported to third countries, as well as to regulate the activities of organizations issuing certificates of origin for goods.
According to Terian, the agreement establishes uniform approaches to determining the origin of goods exported from the EAEU customs territory. "This also applies to cases where member states unilaterally apply non-tariff measures in trade with third countries," he emphasized.
The development of unified mechanisms for interacting with organizations that issue certificates of origin is expected to facilitate access for exporters from EAEU member states to third-country markets. The agreement also aims to harmonize the activities of authorized organizations in member states in terms of their interaction with exporters and the issuance of certificates of origin, including plans for transitioning to an electronic format of interaction in the future.
At the Armenian Parliament session on September 10, where the agreement was discussed, MP Mikael Tumasyan inquired whether the ratification of the agreement would resolve issues related to certificates of origin for the export of precious metal jewelry.
The speaker confirmed this, noting that six months ago, a unified registry of producers was established, allowing companies producing precious metal items to register. This would certify that the item was manufactured in Armenia when it is exported.
