Planning work has started on the development master plan for the Eagle Hills (Tbilisi Waterfront) project, according to a statement published by the Gardabani Municipality City Hall.
The project covers a total area of 6.33 million square meters, much of which lies within Gardabani municipality in villages including Karajala, Aghtaklia, Fonichala, and Krtsanisi. The Georgian government granted Eagle Hills Georgia a 2-year usufruct right over the land in April 2026, allowing development rights while ownership remains with the state.
A special regulatory regime for the area was approved by the government on May 29, designating parts of Tbilisi and Gardabani as a specially regulated development zone. Within this framework, a privately initiated planning process has now begun for the Krtsanisi Forest Park area along both banks of the Mtkvari River.
According to the statement, the project envisions low-density, environmentally integrated residential development, primarily consisting of villas and townhouses, alongside limited public and social infrastructure, with direct access to the S4 international transport corridor.
