Georgia’s Roads Department has announced a GEL 10.3 million procurement for studies and detailed design of alternative access routes to the planned Government City on Arsenal Hill in Tbilisi. The 18-month consultancy will assess how the new roads can be safely and efficiently integrated into the city’s existing transport network.
The first, eight-month phase will examine alternative routes based on technical, environmental, social and economic factors. At least two major connections from the southern and northern directions are expected to be considered, with a minimum of three alternatives developed for each direction. The second phase will involve preparing detailed designs, subject to the Roads Department’s decision based on the study results.
The designs will address traffic distribution, public transport routes and stops, transport interchanges and accessibility for people with disabilities. The study will also include a resettlement policy framework covering potential land acquisition, relocation of residents and businesses, and other social impacts. The deadline for submitting expressions of interest is November 27, 2026, with work expected to begin in July 2027.
The road project is linked to the planned Government City, which will occupy about 77 hectares and accommodate at least 282,750 square meters of administrative and office buildings, including Parliament, the Government Administration, ministries and Tbilisi City Hall. The site is also planned to include a 10,000-square-meter event hall. A previous tender for the area’s master plan and conceptual designs was terminated, while six engineering and architectural firms had submitted bids ranging from GEL 3.3 million to GEL 4.4 million
