Georgia’s Ministry of Finance has submitted the initial 2027 budget draft to Parliament, allocating GEL 200 million to the Enterprise Development Program, down by GEL 32.7 million from 2026. The overall budget of the Ministry of Economy, meanwhile, is increasing by GEL 528 million to around GEL 1.45 billion.
The reduction is partly linked to the creation of a separate Investment Agency under the Ministry of Economy in 2026. Previously part of Enterprise Georgia, the agency received GEL 16 million in 2026, while GEL 13 million is allocated to it for 2027. Since May 2026, the Enterprise Development Program has been managed by the newly established Georgia Development Corporation, which succeeded Enterprise Georgia.
Of the GEL 200 million allocated to the program, GEL 5 million will cover administrative expenses, while GEL 195 million will be used directly to finance program activities. The funds will be administered by the Georgia Economic Development Corporation under the Ministry of Economy.
In 2027, the program plans to begin co-financing for around 410 businesses, support 150–200 beneficiaries through the credit guarantee scheme, and provide co-financing to up to 2,300 micro-businesses. It also manages the subsidized mortgage program and expects to begin subsidizing around 1,000 new mortgage loans next year.
