Georgia and Saudi Arabia to Sign Memorandum on Bilateral Investment Agreement – What Are the Trade Ties?

Georgia and Saudi Arabia are set to sign a memorandum of understanding (MoU) to launch negotiations on a bilateral investment agreement, following the visit of Deputy Minister of Economy Genadi Arveladze to Saudi Arabia.

During the visit, Arveladze met with Fari Al Garni, Saudi Arabia’s Deputy Minister of Investments, to discuss expanding cooperation between the two countries in the field of investments.

“An agreement was reached to sign a memorandum of understanding to begin negotiations on a cooperation agreement in the field of investments,” Arveladze said.

According to official statistics, Saudi Arabia’s foreign direct investment (FDI) in Georgia totaled USD 4.18 million in the first half of 2025, a 72% increase compared to the same period in 2024, when FDI stood at USD 2.43 million.

In the second quarter alone, FDI inflows from Saudi Arabia amounted to USD 1.34 million.

From January to August 2025, trade between the two countries reached USD 10.7 million, around USD 400,000 less than in the same period of 2024.

For reference, total trade turnover in 2024 exceeded USD 38 million, marking the highest figure since at least 2015.

During the first eight months of 2025, Georgia’s exports to Saudi Arabia amounted to USD 7.7 million, while imports from Saudi Arabia totaled USD 3.03 million.

In addition to trade and investment, Georgia continues to receive visitors from Saudi Arabia. In the first two quarters of 2025, a total of 26,910 visits were recorded, 4,639 fewer than in the same period last year.
