Georgia is establishing the Georgia Development Corporation, succeeding Enterprise Georgia, to support up to GEL 40 billion in investment over the next decade. The new institution will also take over functions previously performed by the Energy Development Fund and the Georgian Development Fund.
The corporation will expand financing options for businesses, including direct loans, equity investments, participation in private capital funds and factoring services. It will continue existing support programs for small and medium-sized enterprises while co-financing major strategic and energy projects.
Funding will come from the state budget, resources accumulated under the credit guarantee scheme and international financial institutions. The corporation plans to support GEL 16 billion in projects through existing programs, GEL 7 billion through new financial instruments, participate in GEL 16 billion in securities issuance and invest GEL 1 billion in private capital funds.
Established in spring 2026, the corporation builds on Enterprise Georgia’s track record. Between 2014 and 2025, the agency’s programs supported more than 20,000 entrepreneurs, facilitated up to GEL 8.5 billion in investment and helped create approximately 90,000 jobs.
