Georgia Issues 11,578 Construction Permits in 2025, Down 4.2% from Previous Year

In 2025, Georgia issued 11,578 construction permits, marking a 4.2% decrease compared to 2024. The total officially declared floor area for these projects reached 11.4 million m², also down 5.3% year-on-year.

According to Geostat’s recently published data on construction permits and completed buildings, over 70% of permits were concentrated in just four regions. Tbilisi accounted for 46.2% of planned construction, Kvemo Kartli 10.1%, Kakheti 9.8%, and the Autonomous Republic of Adjara 6.9%.

Permits issued in 2025 covered a range of projects, including multifunctional residential complexes, commercial facilities, hotels, industrial enterprises, agricultural structures, and other types of buildings.

The data reflects a slight slowdown in construction activity while highlighting the continued concentration of development in Georgia’s major urban and economic centers.
